I agree – go “I-PeRG”
The parliamentary model sounds good to me – just wondering, could the vice-chair be the incoming chair for the next year? It might be mixing and matching things a little, but it tends to work well in many of the volunteer organisations I’ve been a part of over the years – gives the vice-chair the opportunity to be primed for the job when it’s officially their turn and no worries about any drop off in leadership if elections are delayed etc etc. I think it would still be compatible with the current model – elect five people this year, then only four the next, and if the vice drops out for any reason then you just elect five again.

Similar to my comment about student representation on the committee, I would perhaps recommend a membership for Early Career Researchers – or discount to the student price – especially if they are unemployed or casual/part time due to funding issues.
I agree that membership should come at a cost – just be ready to be flexible and perhaps accept special cases, such as developing country scientists or people on volunteer assignments, for membership fee reductions or waivers.Finding a keen student may be tough – you could broaden to Early Career Researcher if you haven’t considered that – so student through to 3-5 years post-PhD
